HilMoro Dec. 31st, 1850. - 12m CENSUS APPORTIONMENT. - The Raleigh Register considers it certain that our State will lose two members of Conf gress under the Apportionment of Represent " tation to be fixed at the next Session cf Cari giess. TKough this was regarded as proba ble whilst it was believed that the' increisd of our population would not be more( thari about 50,000 to 75.000. vet we are how in clined to believe, that with an : increase of about 120,000, we shall lose but one member. The Register assumes that the entire popula tion of the United States will be 23,000,000; and that, to constitute a House of 233 mem bers.the apportionment of population for each member will i be 100,000. But the Register overlooked the (act, that of - the 23,OPO,OO0, (even supposing the entire population0 to reach that, which we doubt,) there xsilf "be more than 3,000,000 of slaves, Sec., bf whom only three fifths will be counted as federal or representative population!' This would reduce the 23,000,000 to perhaps 21,800,000 of Federal population. An apportionment of 100,000 to each member would therefore make the House consist of only 218 mem bers. To make 233 members out of that Representative population.the apportiorimewt should be fixed at 93,562.
